Bruce O'Brien
Vice President

Bruce O'Brien has 25 years experience in commercial nuclear power production.

Mr. O’Brien's Marathon Consulting Group engagements include:

Leadership of a comprehensive Outage Gap Analysis at the Pickering Nuclear Generating Station (Ontario Power Generation). Working with the CANDU Owners Group and the worldwide CANDU plants, the gap analysis was provided comparative data encompassing all CANDU plants showing the best achievable outage performance based on CANDU tasks, referenced to plant type and generation. Also implemented Outage Coordination Center best practices for two maintenance outages and three forced outages, mentored and lead HITs (High Impact Teams) for problem resolution.

Consulting support to the OPG Chief Information Officer (CIO) organization in Information Technology and Outage Work Management integration, including leading the development and implementation of performance indicators based on data extracted from PASSPort, Primavera Project Planner, and other related Work Management tools.

In earlier Marathon engagements, Bruce served as Project Manager for the Maintenance Improvement Project, Nine Mile Point; Maintenance Director, (seconded assignment) responsible for management of all maintenance activities during power operations, refueling, and several short outages, Nine Mile Point Unit 2; Work Control and Outage Manager, (seconded assignment) Nine Mile Point Unit 1; Developed and lead human performance improvement program for the Operations Department, Nine Mile Point Unit 2; Acting General Manager, Operations Support, (seconded assignment) Nine Mile Point Unit 2; and he lead the plant team in the NEI/EUCG management effectiveness review of overall station performance, responsible for assessment in areas of Operations, Maintenance, Work Planning, and Work Management, Outage, Radiation Protection, Chemistry, and Corrective Action and Self Assessment, Koeberg Station in South Africa.

Mr. O’Brien’s utility experience includes postings as: Maintenance Manager for TVA’s Sequoyah Station, where he was also the Lead Nuclear Maintenance Peer for the all the TVA’s nuclear sites; Maintenance Manager for Watts Bar, during construction completion and unit startup, commissioning, and initial operation, where during the first year of operation the plant set an all-time availability factor national record and was rated by the Nuclear Regulatory Commission at SALP 1 in the Maintenance area; Training Manager for Watts bar, responsible for administration and implementation of all twelve accredited National Academy for Nuclear Training Programs. He also managed non-accredited programs such as: Emergency Responder and General Employee Training where he instituted Computer-Based Training Programs that radically reduced in-processing unit rates for new personnel and contractors.

Prior to these assignments and duties, he served at various US nuclear plants as Electrical Maintenance Manager, Maintenance Work Control Center Supervisor, Mechanical Maintenance Supervisor, Master Operations and Simulator Instructor, Operations Department Senior Reactor Operator (SRO) licensed Shift Manager (SOS), and Plant Operator.

He co-authored "Improved Maintenance Through Human Performance Technology" Nuclear News, September 1998.

Bruce is currently helping clients develop, implement, and manage site-wide performance improvement plans related to recovery from categorization in the Degraded Cornerstone and Multiple/Repetitive Degraded Cornerstone columns of the NRC’s ROP Action Matrix.
